I live in IL and just got my C&R license. Can anyone tell me if I use my C&R to buy/sell a c&R eligible handgun or rifle from someone in state if the state's waiting period still applies to my purchase/sale?
I wasn't aware IL had a waiting period for FTF sales. I would think that the 03 FFL exempts you from that, as it does 01's. However, my IL legal info isn't as good as I'd like.
With a C&R you do not have a waiting period when buying a C&R gun. When you sell to another C&R holder there is no waiting period, if the buyer is not a C&R there is a waiting period. Jim.
Maybe. In theory, even a private sale (you to me w/ FOID cards) requires the waiting period. Even if I buy a rifle in Iowa as a type 1 the buyer is expected to wait 24 hrs (though the dealer is not bound by this there).
Now, if we are both C/R's and I make a transfer book-to-book with you, we would STILL need to abide by the 'rules' of record keeping on the FOID card. That said, my best guess is that the waiting period should be in effect.

Yes. Illinois law requires withholding the delivery of a concealable weapon (i.e. a handgun) for at least 72 hours and a rifle, shotgun, or other long gun for at least 24 hours. This applies for gun dealers and private sales.
If it ever comes up between you and me, we'll go to Iowa for lunch! Enjoy your type 3 (you can now have a C/R pistol in the town of Willmette, also, BTW).
In practice, no one will know anyway. I bought my first pistol in IL 3 days before my 21st B-day and waited it out--was that legal?? Maybe.
