ca resident with handguns stored out of ca before moving to ca?

If a person has lived in ca for several years but before moving to ca left a few handguns that would be otherwise CA compliant stored with relatives and now relatives want them to remove the guns can that person go get the firearms and use the doj new resident form or would they have to be xferred through an FFL?

New resident form; CA says supposed to do that when the guns come in, not when the person moves in.

Go get them, $19 for each one, send $ with form, all done.

And Roster status does not apply to handguns moved in.
