Really? That must have changed because i got my foid back when i was 13 years old and didnt need a signature, then again that was 5 and half years ago.Anyone in IL needs to have a FOID card to purchase a long gun. If you are under 21 that would mean you also need a parent signature to apply for a FOID card.
