Can I "gift" a firearm to an Illinois resident?

I live in NC and my older brother (an Illinois resident from Berwyn, which is a suburb just southwest of Chicago) is in town visiting. Anyways, he fell in love with my Glock and is now looking to getting one of his own. But what kind of brother would I be if I didn't "hook a brotha up," right? haha

If I wanted to... would it be legal for me to give him my G27 as a gift to him even though he's an Illinois resident? I know he would have to get his FOID card first, but how exactly would I have to through this process once he recieves his card?
 
Federal laws [18 USC 922(a)(3)&(5)] prohibits firearm transfers between non-licensed residents of differents states, unless the transfer is done through a FFL dealer in the recipiant's state of residence. There is no intra-familial gift exemption to the Federal laws.

So...
1. Brother gets FOID card.
2. Locate a IL FFL dealer.
3. Ship handgun to IL FFL dealer.
4. Brother does transfer with IL FFL dealer.
