Can LE tell if you CCW from plates?

I don't know how they couldn't... here in MS since you apply for your CCP at the ver same place you get your DL. They're both issued by the MS Highway Patrol.

Same here, never been asked for my license, even when they can see it. (because it is out in the open on my hip.) But then again, I don't get stopped evry often.

Yes, here in WA they already know when they approach the vehicle that the registered owner has a CPL. I would think that if what you were doing to prompt the stop in the first place did not have to do with a firearm (unless it was for DWI) there would be no reason for the subject to come up.

Looks like the only way to get a more definitive answer to the opening question would be a phone call to some Louisiana LE office.
