If its not in plain view and on or about your person (which basically means you can access it from the driver's seat), then you need a CHP. It doesn't matter whether it is loaded or not.
The NC Highway Patrol website says that it is the Attorney General's opinion that a handgun in a locked glove box is not a concealed weapon, but the glove box must be locked, otherwise it is.
The best way to be safe is either have the weapon in plain view, or better yet, get a CHP so you don't have to worry about it.
