I was looking for Fed 209A primers. The guy at the gunshop{the owner} told me I could substitute CCI 209M primers for the federals.

Yes or no. He had 5000 of them. I think he just wanted to sell them. I know the Fed. primer is a hot primer. I asume the CCI 209M is too?
 
You can substitute in a pinch. Both the Fed A and CCI M are 'hot' primers, best suited & used in heavy hunting loads, more so than skeet, trap, or light hunting loads.

If used in light loads, just back off the powder charge a bit.

Check your reloading manuals, but I'd be very surprised to see a twits worth of difference between the two primer brands you mentioned.
 
For the most part all the 209 Magnum primers from the top manufacturers are fairly close in performance. They are close enough that you won't be able to discern the differences by just shooting them.
 
I would strongly suggest that you consult an interior ballistics manual or program before you make this substitution. Changing any component in a shotshell will drive pressure change also. If you're already at or near max and need a magnum primer it could make a drastic change.
 
In my statement above I didn't mean you could substitute one primer for another in a specific shotshell recipe, I meant you can substitute primers as a general component. If you are going to use a CCI primer you must use a recipe which calls for a CCI primer. The same holds true for all components when loading shotshells. I just want to be sure no one mistakes what I meant.

I thought the OP's original post was asking about performance so that's why the answer they are all very similar. If he meant as a direct substitution in a recipe that's a whole different story! (and one that would probably have a not so happy ending)
