Shameless plug. While I may not be the cheapest, I am definitely the best. My .308/7.62x51 once-fired brass come off a large public range in NY, so there is no "machinegun fired" brass. The brass comes to you wet tumbled, sorted by headstamp, and looking like new.
Reloadingbrass.net has been pretty good for some of the harder to find pistol like 380 acp. He uses the flat rate boxes to ship. Only complaint was there were a couple live rounds in the once fired brass but that was an easy problem to solve lol.
The cheapest I've found has been on gunbroker.com. Sometimes processed, sometimes not. Often mixed headstamps, not always top tier brands, but you did ask for cheapest.
cheapest place.. go to a busy range and if you see folks heading to the brass bin to pitch their brass.. (we sweep up between courses of fire at the local ranges.. so every 15 minutes or so) ask if you can have their brass. You'll probably get a lot of 9mm, 40, 45, 308, 30-06, and 223 very cheap.. the cost of going to the range. I usually leave with more brass in my calibers than I arrived with.

Here is a rough estimate of what a medium priority mail box will hold. I am not going to count it:
1500 in a box of .223
2000 in a box of .38
2300 in a box of .40 cal.
2000 in a box of .45 cal.
3000 in a box of 9mm
"...off a large public range...a busy range..." No offence intended, but you have no idea what has been done to or with "range" brass. Unless you bought it as new ammo and fired it yourself.
