Chinese Steel Core Ammo

I saw some 7.62x39 chinese made steel core at the gun show last time. Now I heard all sorts of stuff about it there, and like everything else I hear at a gun show, I consider it about as reliable as what's written on the bathroom stalls in a dive bar.

So I've established that the typical CHinese steel core is not armor piercing ammo, the steel core was more to save cost than anything else. But my question is, it got classified as armor piercing and banned from importation? I also read that it got classified as armor piercing handgun ammo?

NJ has laws against AP handgun ammo, is this stuff really considered AP handgun ammo?

It seems like more trouble than it's worth, since Brown Bear is like $110/500 now anyway.

Not armor piercing. (It may be classified that way, I don't know) More like our .223 "penetrating round". It used to be dirt cheap. Now vendors are selling it like it was something special, with a price to match.
