What happens if you get caught with a handgun on a college campus and you have a license under this retard bill?
To be honest, I'm least worried about magazine bans given the progress in 3-D printing .
It is a misdemeanor offense. The only felony offense in the proposed law is possessing a +15 round mag during the commission of a crime. Manufacturing is a misdemeanor...I believe that under the proposed law, making a magazine is a felony, whereas possessing one is just a misdemeanor.
Interestingly though, if you organize an 'entity' like say an LLC, sole proprietorship, partnership, maybe even a trust... that entity can legally manufacture magazines destined for someone outside of the state. This does not appear to limit the individuals within the entity to possession of ONLY the magazines they are manufacturing. I think those employees are also legally allowed the possession of all banned magazines. For instance, members of Magpul's R&D would not violate the law if they acquired some brand new gen4 Troy Battle Mags two years from now for the purpose of examining the innovations and upgrades of their competitor.(3) THE OFFENSE DESCRIBED IN SUBSECTION (1) OF THIS SECTION
SHALL NOT APPLY TO:
(a) AN ENTITY, OR ANY EMPLOYEE THEREOF ENGAGED IN HIS OR
HER EMPLOYMENT DUTIES, THAT MANUFACTURES LARGE-CAPACITY
MAGAZINES WITHIN COLORADO EXCLUSIVELY FOR TRANSFER TO:

(V) AN OUT-OF-STATE TRANSFEREE WHO MAY LEGALLY POSSESS
A LARGE-CAPACITY MAGAZINE;
(a) AN ENTITY, OR ANY EMPLOYEE THEREOF ENGAGED IN HIS OR
6 HER EMPLOYMENT DUTIES, THAT MANUFACTURES LARGE-CAPACITY
7 MAGAZINES WITHIN COLORADO EXCLUSIVELY FOR TRANSFER TO:
