Complicated Legal Question About The History of Sig Sauer.

I apologize if this is the wrong sub forum I felt it fit legal better then general but mods feel free to move it if I was wrong I really wasn’t sure.
So I was doing some reading about when Sig Sauer closed down in Germany and I came across this sentence and it made me wonder and I couldn’t much more information

“This was compounded by reports in April that Keil prosecutors were investigating claims of SIG Sauer USA, SIG Sauer's North American branch, being implicated in exporting weapons to Columbia and Mexico without a legal export permit from the German government”

From my understanding by this point in history Sig Sauer inc. (Sig Sauer USA) was an operationally separate entity than Sig Sauer GmbH (Sig Sauer Germany), and not only were most Sig Sauer guns manufactured by Sig Sauer inc in the United States but all modern Sig Sauer gun were also designed in the United States by Sig Sauer inc.

So why would the US company Sig Sauer inc based out of New Hampshire need a export permit from the German government and why would what they do affect Sig Sauer GmbH which is an operationally separate company based out of Germany?
