I just did the break down, and its not even bulk pricing. This is for Winchester brass, CCI primers, but Remington and Winchester are more or less the same price, 32 gr. Hornady V-Max bullets, and a generic price for powder on the higher side.

Equipment and accessories not included....

200 rounds of factory Hornady .204 Ruger @ 18.99/box 20 rounds = $189.90 + tax
Cost per round = $0.95 + tax

-Cost to load 200 rounds of .204 Ruger-

First loading:

100 brass cases @ $20 x 2 = $40
100 bullets @ $16 x 2 = $36
100 primers @ $4 x 2 = $8
1lb powder* @ $20 = $20
Total cost per 200 rounds = $104+/-
Cost per round = $0.52

Cost of each subsequent loading of 200 rounds (average 3-6 reloads before needing new brass)

100 bullets @ $16 x 2 = $36
100 primers @ $4 x 2 = $8
1lb powder* @ $20 = $20
Total cost per 200 rounds = $64+/-
Cost per round = $0.32

Average cost per round over life of brass:
-1st loading and 2 reloads = $0.385
-1st loading and 3 reloads = $0.37
-1st loading and 4 reloads = $0.36
-1st loading and 5 reloads = $0.353
-1st loading and 6 reloads = $0.348

*1lb = 7000 grains. 30 grains per round = 233 rounds per lb

100 bullets @ $16 x 2 = $36????
This should be $32

I plugged your figures into a spreadsheet that I found here and came up with a cost per round of $0.3134. This is amortized out over reloading the brass 5 times. If you reload your brass 10 time the cost decreases to $0.2934/round.

Doh!

Well, I was generous on the powder price, so we'll just say with the over priced bullets that it makes up for tax. So those are final prices, or less.
