I have a weatherby vanguard sporter that was drilled and tapped for a scope mount. I was wondering if it's even possible to send the gun to a gunsmith to add:

A quick detach scope mount
Express style iron sights
A stripper clip guide (the rifle is chambered in 30-06)

If this is even possible how do I go about sending this to a gunsmith and what would the cost be?

Really need more details for a good answer. Find a reputable gunsmith and visit with him about the project.
Any detachable scope mount can be installed on your rifle. Anything that fits the Remington 700 fits the Vanguard so the field is wide open. Costs vary from $75 to hundreds of dollars. Express sights can be installed, here again costs can run into the hundreds for really nice NECG sights, installed.
The clip guide is the problem. At one time, you could buy a clip guide that utilized the rear scope mount holes but have not seen one in years. Anyway, unless you use a side detachable scope mount, the rear scope mount holes are not available.
Off the top of my head, I see at least $500 or more, depending on local labor prices.
Whatever you do, get a firm estimate on the sights/mounts you use and the labor involved. You don't want any surprises when you go to pick it up.
 
If you really want those feature, I think your probably better off selling your Vanguard, and getting nicely sporterized 1903 or Mauser in .30-06.
They are available on gunbroker fairly regularly. The biggest issue is the charging guide as Kp said, and thats taken care of with military action. split mounts, that are detachable and leave the stripper clip guid clear are available, and often the guns come with decent sights already installed, tho adding true express sights are an option.
Or you could just wait to find one done up exactly the way you want, I HAVE seen them for sale, usually around the 800-1200 mark, Which will be about what youll easily have into the Vanguard after doing all the work.
