Delayed, proceed, and then denied?

Ok a short rant. On Monday (8/29/11) I went into my LGS with the wife to pick out her birthday present. She chose an XD 9 SC. Filled out the 4473; guy calls NICS, and got a delay. Not a big deal, he said come pick it up Friday (9/2/11) if you don’t hear anything before then, ok no problem. Wednesday (8/31/11) received a call from dealer, they got the proceed. Can’t pick up that day, went the next. Arrive at store show my receipt to the lady at register, she goes back to get paperwork and gun. Comes back asked if I had received a call, politely answered “Yes, ma'am. Yesterday afternoon.” She goes back again and comes out with manager he explains they have some issues and he needs to make a call, ask if I mind waiting. No problem. He goes back does his thing for about twenty minutes, then come out. Explains what’s going on. NICS originally came back delayed (Monday), then proceed (Wednesday), then denied (Wednesday), then proceed (Thursday), then denied again (Thursday). His making a call was to sort out what was going on and he was given a proceed again. They were very apologetic, said they had never seen anything like this before, gave me two extra range passes (four total) and I left with the gun. So long story short I was delayed, denied twice, and proceeded three times in a four day period. Ok it wasn’t very short but end rant.

FFLs have any of you ever had this happen, or has anyone else ever had it happen to them.

FYI, I would believe they were coming up with a load of you know what, but I saw the dated stamps on the 4473 and they matched the story.

What state are you in?

That doesn't sound anything like FBI NICS....they are so efficient it's scary. If your state is one that does not use FBI NICS but is its own point of contact I could see this happening.

Once FBI NICS gives a "proceed" the data on that transaction is deleted each night.....it wouldn't be available for someone to call the next day to delay or deny the transaction. Federal law requires the FBI NICS to purge their transaction info when they close each night....except for delayed & denied transactions.

If your state is the POC or "point of contact" then they do not have to purge transaction info.

Alabama. I believe they use FBI but I might be wrong.
ETA. According to the NICS webpage the FBI does all checks in Alabama.

It was proceeded then denied later the same day (twice), and was never delayed after the initial call.

I honestly have no idea and I know this probably sounds crazy but it the truth as I know it. If the FFL made a mistake that's on them and they didn’t realize it, but the 4473 was stamped on the front top with PROCEED 8/30/11, DENIED 8/30/11, PROCEED 8/31/11, DENIED 8/31/11, and finally PROCEED 8/31/11, and the second page was similar though they had hand written dates. I am not upset or anything, just very confused as to how they would get answers like this.
 
Sounds like a line of people taking calls then going to lunch or breaks and one did not know what the other did or had done. It is the Government after all!
 
Another reason I do ON LINE NICS checks ... I get back replies I can print ... no hand written notes over what someone told me over the phone.

If I -did- do them over the phone ... I'd still be talking to whom ever it was that called me with a DENY -after- I had already gotten a PROCEED. I would not have let them go until that pooch had been totally un-screwed.
