Deluxe Ruger 10/22 sling swivels

all the pics i see of the Ruger 10/22 Deluxe model show it with sling swivels pre-installed

i ask this:

if i ordered one from my dealer would it also come with the sling swivels? and also, do these sling swivels actually...swivel? (i ask because someone on another board told me they are actually fixed, do not swivel, and end up being a pain)

Rugers web site shows them with the swivel installed. I think they are a fixed swivel, my International model is.
