At most FFLs, it doesn't make a difference. You're paying for them to receive the gun, book it in, etc... so you're going to pay the fee whether or not you decide to keep the gun.

I'm in WA too, and I generally fill out the form first, then pay. I'd tell the guy either the weapon or the cash, pick one, but he ain't hanging onto both.

This isn't the case. I'm not paying them for a transfer from the other person to them, I'm paying them for a transfer from them to me. Either way, if I don't accept the gun I have to pay return shipping, nothing comes out of the receiving FFL's pocket except the 5 minutes it took me to look over the gun and the 2 minutes it will take for him to tape it back up and ship it out.

Raildriver-- the prevailing philosophy is that the time and inconvenience to your FFL in the event of a declined transfer is the same as the cost of a transfer.

Uh, no. If you have a firearm sent to me, and I put it in my book, you are absolutely going to pay my fee before I log it out again, whether to you on a 4473, or back to where it came from. Why would you think I'd work for free?
