If not Constitutional: then what form of gov is Washington?

I know of only one form of government that believe its citizens to be treat to its self. That the people are the greatest threat to the power and control it wishes to hold. Marxism / communism / socialism. This proved true in the Eastern Bloc nations as the citizens took matters into their own hands, bringing the government down and replacing it with a more moderate form of government. Are we now at the point where our own government fears the very people that support the founding documents? The DHS list states rights as a concern... The 10th Amendment! If Washington does not itself believe it the Constitution, then what are they proposing it be replaced with? I have more questions than answers so I hope this generates some discussion and answers.
