I finally got my 650 together and yesterday started loading .223. It's a brand new reloader (and so am I). About every 10th case there wouldn't be a primer in the cylinder, so I would drop powder into a case without a primer. Any thoughts? I'm just hoping there's a break in period. Thanks in advance.

+1 on cleaning; powder can get into the priming system and cause problems. I would operate the press / priming system a few hundred times w/o primers just to get everything smoothed out.
I typically run Win primers w/o issues and have also used CCI. Make sure you have the lond black stick thing (sorry for the big techy words) sitting on the primers when in use.
If you can't get it figured out, Dillon Tech Support is very good.

Also put a 45 case on the primer rod, the extra wieght will help push the rough primers through the tube.

I suggest you do one other thing. Remove your primer feed tube and chamfer the inside plastic tip with a small pocket knife. Sometimes the plastic tip can be a little rough or have a small burr in it. Don't chamfer much, just a little to smooth out the inside. This was suggested to be by the Dillon Technical Staff when I was having primer problems.
Are the primers not getting pushed in (set)? Do the cases have crimped primer pockets? Is your shellplate to loose? Is the case pusher thing, too tight on the casing, causing the primer not to seat? These were all issues I had, and they helped me fix them.

If your 650 is skipping primers are they ending up in the "ski-jump" that collects primers not inserted? If so, two possible problems. First is the small lever that holds the case in the shell plate at Station #2 is not adjusted properly. The lever should have no more than about .002" of clearance between it and the case when in this station. Adjust it with the small set screw in the casting that holds the lever.
The second possibility is that you are not fully pushing the lever forward to seat the primer. Improper adjustment of the case positioning lever in station 2 will cause the operator to feel resistance and think the primer is seated, when in actuality it is not. This also causes the press to not fully insert the case in Station #1, that is if the mechanism is properly adjusted.
Go back to the setup instructions and adjust the mechanism for Station #1 and Station #2 Page 38,39 Figs 188 through 195.
You'll be amazed at how smooth things will go if these adjustments (which Dillon hid in the back of the manual) are correct.
