Yeah, bring it to the PD.

Name?
Address?
Date of Birth?
Mother's Maiden name?
US Citizen?
Where did you get it?
Do you have many guns?
Do you shoot often?
Do you keep a gun in the car?

Just yank the bullet, scatter the powder on the grass, WD-40 the case and primer, wrap it up with the bullet and chuck 'em in the trash ashes. I don't think the tiny amount of lead triggers any "hazardous waste" laws.

Everybody ought to have an inertial bullet puller, by the way.

If you can do it safely, pull the bullets, sprinkle the powder out in the flower garden (it's an excellent fertilizer), and spray the primers from the inside with WD-40. That will kill them.

I'm amazed that so many folks would put any effort into this, why not just pop it in the trash, or throw it into the lake/woods/field/storm-drain? I am a lazy man, but seriously, it's not a hand grenade. I'd give it to the local gun shop before I bothered the cops with it.

To the OP -
Did you say you had a smooshed up 7.62 x 39 ???
I have a simple, two step solution:
1. Get or borrow one working AK or SKS variant chambered in afforementioned caliber
2. Load offending cartridge into said weapon and FIRE IT (be sure to police spent casing)!

AK's and their cousins are a lot of things, but they are most definitely NOT picky eaters :D
