I usually decap (because I'm going to clean the primer pockets), tumble (because I don't want grit in my dies), clean primer pockets (because I want to), then load. Not because it's the right way but because that's how I want to do it.

Now that I always use wet method with SS media I always remove primers with a universal decapper to aid in the cleaning of primer pockets at the time of cleaning. When I used a vibratory cleaner and coarse media I would not bother decap until after the casings were polished so I didn't have to pick the stuck media out of the pockets. Rather than get fine media I got the SS rig for a deal and never looked back. I now use my vibratory setup with NU Finish to coat the brass to keep it from tarnishing my new looking brass that I store for any length of time.
I have a Dillon 550. I use an extra toolhead with only a universal decapping die installed. I just put in the shell plate and run the cases through, collecting the deprimed cases from the bin.
