Elevation & windage adjustment for 8mm Hakim?

Finally got my Hakim some good food and need to adjust the sights for where it groups. Any tips on adjusting? It's grouping about 4" low and 6" left @ 100yds. Thanks!
 
I know there are some Hakim owners out there, and it is a quirky beast. Anyone?
 
For open sights, the formula for calculating change of impact is:

Movement = sight movement x target distance (yds.) x 36 / distance between sights (in.)

You're typically going to adjust a few thousandths of an inch...

Get out your brass punches and drift the front sight as already mentioned. To rectify elevation, buy a shorter front blade, or file down the existing one.
 
So, I have the gas tube valve turned to 6:00 (doesn't seem to go any farther), using Yugo 196-gr surplus; the brass still flings a good ten yards to the 2:00 position, any concern there?
 
It's empty brass, it's supposed to be ejected quickly and strongly, so that a new cartridge is able to be introduced to the chamber. Perfectly fine.
