English powder flask

I've been asked to restore a Hawksley powder flask. I might be able to use a commercial soring but may have to make a spout. The base of the spout is .550 wide and I've yet to check the threading. This can probably be made on a lathe, provided that the lathe can cut the threads. I'm hoping to be able to buy a spring that can be fitted to it. Ditto with some screws.

Anyway, why did some flasks have tassels? this one is missing them but I see it I Ray Rilings' book on powder flasks.
 
Looks like this on both sides. In the Riling book the other side has a scene with a hanging pheasant.

I don't know about powder flasks, but tassels historically were put on things because everything was horse mounted. Horses equal flies. The motion of the walking man, horses or wagons, kept the tassels moving. Moving tassels supposedly kept flies from landing too long.
