Magic 8-Ball says "signs point to YES" but Magic 8-Ball won't defend you in court.

Canada importing:

Under Canadian law, you do not need a valid firearms licence to import non-prohibited firearm parts (except for a frame or receiver). However, you may need an export permit from the other country.

United States Exporting:

No license required for shipments of firearm parts up to $500.
It will now be legal to ship up to $500 of firearm parts (other than frames, receivers and complete breech mechanisms) to almost any country in the world without a license. The previous limit was $100 for exports to all countries other than Canada.

I live in Canada and I repair and restore obsolete rifles.
In doing this I have more than once had to source parts from across Canada and the US.
This has caused me to become very familiar with exporting laws in the US. After 9/11 almost every firearm related component fell under the jurisdiction of ITAR (International Traffic in Arms) recently alot of components were transferred to EAR (Export Administration Regulations) and will have an ECCN (Export Control Classification Number) and can be found here Microsoft Word - CCL0.docx for the most part if the parts are under $500.00 no export licence is required, there are of course some exceptions. For some classifactions an EEI (Electronic Export Information) must be filed. Parts that do not have a specific ECCN are classed as EAR99 and no EEI is required you will have to fill out a 2976R form from USPS in box 14 you need to check off exemption 30.06. Some examples item that fall under the EAR99 code are ( Note 6 to 0A501: Scope mounts or accessory rails, iron sights, sling swivels, and butt plates or recoil pads are designated as EAR99. These commodities have been determined to no longer warrant being “specially designed” for purposes of ECCN 0A501. "Fastener" type parts for rifles (screws, bolts, washers, pins, buffers, etc.) are classified as EAR99. No EEI filing is required.) I hope this can help clear up some confusion in the future.
