cowart: If you are a bad guy and you stole a firearm and then you enter it into the database, then you go try to sell or trade the firearm for quick cash or good trade, guess what? The other person in the transaction checks the database and it then shows him or her that the firearm is stolen the deal would probably be off unless it was another thief, and I'm sure a thief wouldn't check anyway.
