FFL 02 or 01- Which one?

I have an acquaintance who owns an antique/consignment (de facto pawnshop). He has been dealing in antique arms for a while but has been interested in getting an FFL so he can legally deal in newer guns. A few questions:

His shop cannot be a pawnshop, due to his [expletive] up town council, which must approve all businesses wishing to set up shop. Does this mean he cannot get a Type 2 FFL? He also has other concerns:

He has a small safe, which he can store some guns, but not many. He already has a camera, security system and motion sensors. Will he need a bigger safe? It is about 6ft by 3 ft by 2ft.

What are some other things he will need, and furthermore does he need paper records or can he use only electronic records?

An 02FFL is strictly for pawnbrokers. If his local gov't doesn't allow pawnshops then he wouldn't need an 02FFL as he would not be a pawn shop.;)
An 01FFL will allow him to do everything an 02 could do.

There is no Federal law that requires a safe, security system or even a lock on the front door.

What are some other things he will need,
HE needs to start reading everything he can find on the ATF website. After he submits his application ATF will schedule an interview....they'll be happy to tell him what he needs.

ATF may allow a variance and allow certain software to be used for the licensee's records of acquisitions & dispositions (his bound book). The software must meet certain requirements to be approved. If he plans on doing thousands of transactions it might be the best way to go.......if he will be doing less than a thousand a year he might be better off keeping a paper bound book. The other forms that he will use (Form 4473, etc) are paper only.
