Went down to PA Friday and was able to obtain a PA non-resident License to Carry Firearms on the same day. I needed to provide my home state Pistol Permit and I underwent what sounded like a NICS check. After that I received the permit before leaving the office.

I ended up getting my PA CCW from Potter County. Many PA counties only give non-res CCW permits to out-of-state counties adjacent to themselves. Potter County did not have this limitation.

As a bonus, the light was just right on the way home driving in and out of rain and I was able to see a rainbow with the end visible apparently 100 yards off to the right.

Interesting post... How did you determine Potter County? What I mean is, how did you know about their willingness to issue the permit? I am very close to Gettysburg, PA and the drive is quite nice this time of year.

Well, you see, I had first tried to do an application by mail to Tioga County based on only doing half my homework. Namely I forgot where I live now relative to where the NY / PA border is no longer flat and a couple other details that will become clear as I tell the whole story.

So, I mailed the application out Priority on a Saturday and got a call Monday (two weeks ago) saying that Tioga County does not do applications by mail and that the fee was $25, not $19 as per what was on their website. So I make it down there this past Friday and, lo and behold, Tioga County only processes non-resident carry licenses for those who live in the NY counties that directly border it, which I do not.

After learning that I had traveled 3 - 4 hours to get there, they were apologetic and called the next nearest county (Potter) who was willing to process my application. The directions that I was given by the folks at Tioga County were easy and correct.

Seeing the end of the rainbow like I did made the trip worthwhile and I was able to make my post-license stop with a half hour to spare even with the additional travel.

The Potter County Sheriff's Office is located in the Potter County Courthouse in the town of Couldersport. From Couldersport, PA to Rochester, NY (where my other stop was) I took a couple PA state roads, alternating north and east , 49 in Couldersport to 449 which turned into 248A in NY which led to 248 east or north to 36 north to the 390 in Dansville, NY. I'm not 100% certain of the PA route numbers.

The PA people were all very friendly.

I just got my CCW RESIDENT PERMIT issued & I paid $38.00 for 5 years (renewals are the same cost). How do non residents pay less than residents??
 
Just got a FL one recently. Took 5 weeks, vs the 7 months and only-partial thing that NY does so well.

Funny thing --- far as I know, PA doesn't honor out-of-state non-resident CCW.

The paperwork that came with the FL one had what looked like a Chinese menu, listing the states that did/did not/ haven't decided what to do.

Argh.
 
51Cards can you PM or post some info on the FL out of state CCW permit, where to get one, etc? I've been meaning to do that myself for awhile now.
 
Pennsylvania clarifies reciprocity for NH non-resident licensees

Pennsylvania and New Hampshire have reciprocal recognition of each other's Licenses to Carry (LTCs). While earlier reports noted that Pennsylvania might honor only NH resident LTCs but not NH NON-resident LTCs, the Pennsylvania Attorney General's office has explained that that is not the policy of the state. While they did not intend to write a letter denouncing the practices of any specific police agency, they were clear that the letter to Mr. Slider (see the article posted here on June 7) was warning him that some police officers may interpret the law incorrectly at the time of encounter. They updated their web page, at www.attorneygeneral.gov/crime.aspx?id=184 , to say the following: "Note: It has come to the attention of the Office of Attorney General that there has been confusion over the applicability of Pennsylvania's reciprocal privileges with regard to the residency status of an individual who has been issued a valid license/permit. It is the position of the Office of Attorney General that recognition within Pennsylvania is based on the issuance to an individual of a valid license/permit by the reciprocal contracting state, and not on the license/permit holder's place of residence." In other words, they will honor NH NON-resident LTCs as well as NH LTCs issued to NH residents.

Well, we have to shell out $$$ for gas and grub money just to get there.

Don't worry, us non-resident CCWers are contributing plenty to PA's economy.

I should point out that, on my first attempt they receipted me for the request --- but never sent the package. I had a FL pal send it to me. Another pal here got his in five days. From what i've heard, this is FL-typical. :D

I sent a personal check, with no difficulty. This may have changed. Mine was $117, plus $10 (?) for local fingerprinting (on the card they send you). Remember to get the "agency" part off the card stamped by the LE dept. doing the fingerprinting. A photocopy of an NRA handgun certificate satisfies the training requirement.

The whole thing takes about 1/2 hour to accomplish --- including fingerprinting and a trip to CVS for awful photos :D.

Note that you do not require an initial permit or license to apply for this.

As opposed to say, NY, where you must provide a minimum of 18 liters of blood; original references from at least two Mayflower passengers (typewritten); written apologies both from and to either a priest, rabbi, or minister; a bag o' cash; and more than half a year. This keeps us safe. :scrutiny:

You forgot about the recent increase, the fingerprinting fees in my county just went up from a bag o' cash to a sack o' cash ($105) and there is now a written 3 hour long exam on "How Algebra Proves You Don't Exist"

I gotta move... New Mexico looks nice this time of year... :barf:
 
I'd love to spend some of my hard-earned cash in the fine state of PA, but... according to the map at handgunlaw dot com, adding the PA card to the Florida Resident card I already have doesn't get me any more states. Is this true, or am I looking at the wrong info?

Hexed: I think certain counties may have differing fee schedules.

51 Cards: They must have been taking the blood secretly while I slept at night. No wonder I was so dog tired at work while waiting (and waiting, and waiting) for my NY permit to go through. In all seriousness, I think that I lucked out and moved to a county with a very pro-CCW judge before I applied. If I'd've ended up 3 miles away across the creek life would be very, very different.

This would be a great post at the activism forum - the entire state of PA open carries in NY in order to get standing for a 2A SCOTUS case... :)
 
I just got my PA permit last week from the Centre County Sheriffs Dept. too. $26 and 1 week later I'm good to go. It only takes a copy of my Drivers License and Ohio CCW permit and the form filled out plus that check for $26. I was amazed they did it by mail in only a week. The only down side is it is just a piece of paper that looks more like a receipt, and I'd hoped it would be something more durabkle like a laminated card like my Ohio permit. From what I've read FL is not near so cheap or easy to obtain. You have to provide fingerprints, photo's, and $115 or so to boot. I would only be able to carry in 3 more states than the OH/PA combination gives me already, and ND, AL, and MS aren't states I'm likely to visit any time soon anyway.
