First time loading 7mm Rem Mag and need help

So I finally moved my progressive off the bench and set up a turret press so I can do some precision rifle for the first time. I have loaded thousands of rounds of 9mm with no issues and a few hundred .223 Rem on the progressive. Now I ran my cleaned and deprimed cases through the FL resize due, got both Lee Ultimate and Reddig Premium 3 die set. When I take the brass out of the die, I cannot put a 162gr ELD-X bullet in the neck. I am also trying to make a modified case for checking my OAL and the bullet won't work in that.
What am I doing wrong? I also tried it with fried brass prior to the FL resize. With my 9mm loading, I would just flare the neck more, but that is not a step that I am aware of for the 7mmRM.

I cut the neck down to the shoulder with a coping saw, you can then pinch the neck to adjust the tention. You should have 2-4 thousands neck tension after sizing,
 
I will try that for the modified case, but I don't understand why I can't seat the bullet. I have played with the depth of the die to bump the shoulder. I also tried 4 different bullets from 3 different manufacturers and none would go in.

Because of the neck tension is ment to hold the bullet in the case, your bullets will measure .284 the neck after sizing is .280 to about .282.
You can't seat a bullet by hand, reason to cut the case like I said. After cutting the case pinch it to where you can just push the bullet in by hand and it says by its self. Some black maker on the bullet will help to check if you hit the lands.

out the bullet in the case just enough to hold it, put the case in the chamber by hand and close the bolt slow, you should feel the bullet seating. Remove bolt slow. Then measure, do this about 5 times and use the average.
 
The inside of a rifle cartridge case’s mouth is chamfered to allow the bullet bases to start. It will be tight! You will not be able to start it a little by hand. The case mouth may shave copper jacket off the bullet if it is not chamfered enough, but too much will make it sharp and able to be snagged and caught in the firearm.


Sizing a case and cutting a line down the neck and shoulder is the easiest way to make a Cartridge Base To Ogive measurement device.

In addition, some take the ejector button and spring out of the bolt so the CBTO measurement is flush with the bolt face.


As to the seating problem. Are you crushing cases during seating?
It takes a little less than a hundred pounds of force, in a perfectly concentric and parallel direction, to start a bullet in the case.
Even my meat hooks can’t get it.:)

What bullet is that? Looks darn near as long as the case in the pic.
 
Thanks for the help guys. Again, in the pistol world, the flaring of the neck makes seating the bullet a different beast. I did not remember my .223 loading being this tight. I will work up a load after cutting my mod case.
