Fitting an extractor to a Ruger 10/22T

Can an extractor be fit to a Ruger 10/22T? Bought this gun a few years ago and it has always jammed. After trying everything else, a friend pointed out the extractor sits way too high above the rim of the cartridge. Checked this against one of my other 22 semi-autos. Bought one of the after market extractors and this didn't help in the least. On my other .22 the extractor is just barely above the rim. On the Ruger there is almost a 1/8" distance between the extractor and the rim. I thought I could fit the extractor by removing metal from the rear of the extractor. Removed it from the very end and also from the notch where the spring and plunger make contact with the extractor. The extractor is now 70 to 80 thousandths shorter than a factor extractor, and I have not changed the fit in the least. I'm thinking the hole drilled into the side of the bolt determines the distance between the extractor and the rim. If I remove metal from the bottom edge of the extractor or the opposing side, the distance only increases. Appears I might be sending back my 3rd Ruger in my last 5 purchases because Ruger appears to lack a viable quality control program. Short of replacing the bolt, I don't see how the extractor can be fitted. Any suggestions? I'm at wits end.
