Yes; normal. The more uniform it is in height, the more uniform case walls are. A good thing for best accuracy. I recently sorted over 1200 once fired Western Cartridge Company 308 Win match cases; WCC58 head stamp, 151 grains average weight. 24 of them had uneven pressure rings. Best 308 Win brass ever made. A close second is their WCC60 match brass; hundreds of new, unfired have I. Want some?
As new case bodies are smaller diameter than chambers, their body forward of the bottom inside of the case expands against the chamber then shrinks back a tiny bit. The back 2/10ths inch of the case doesn't expand. It's a few thousandths inch smaller than the case body at that pressure ring. Full length sizing reduces that pressure ring a little but not completely.
