Another thread had me thinking. . .

I possess a Florida Non-Resident CCW and will be moving to Florida. Do I need to apply for a resident permit? Do I just need to submit a change of address? The statutes really do not cover the subject but address the issue of a non-resident carrying with a resident permit issued by the non-resident's home state. I'll confirm with the Florida Dept. of Agriculture, but what to hear others' experiences.

The statutes I found are as follows:

ADDRESS CHANGE - 790.06/CONCEALED WEAPONS
Submit address changes online
790.06(8) requires you to notify the Division of Licensing in writing within 30 days after your address changes. You may continue to carry your current license. If, however, you would like a revised license reflecting the new address, please submit $15 paid by check or money order made payable to the Florida Department of Agriculture and Consumer Services and a 'passport-type' color photograph with your written notification.

Be It Enacted by the Legislature of the State of Florida:
Section 1. (1) Notwithstanding s.790.01, Florida Statutes, a resident of the United States who is a nonresident of Florida may carry a concealed weapon or concealed firearm while in this state if the nonresident:
(a) Is 21 years of age or older; and
(b) Has in his or her immediate possession a valid license to carry a concealed weapon or concealed firearm issued to the nonresident in his or her state of residence.

Just submit a change of address. A Florida CCW is valid in Florida whether you are a resident or a nonresident.

If I recall correctly Michigan and New Hamshire are the only states that acknowlede FL resident CCW only all other that states that have a reciprical agreement honor the non-resident CCW as well. Unless you have a specific need to carry in Michigan or New Hamishire that I say just change your address and not worry about it.

I don't think his problem is whether or not other states will honor the FL permit. The problem is that he has a non-resident permit and he is changing his legal status to "resident." So he needs to know if that requires a new permit.

Based on this:
(3) If the resident of another state who is the holder of a valid license to carry a concealed weapon or concealed firearm issued in another state establishes legal residence in this state by registering to vote, or making a statement of domicile pursuant to section 222.17, Florida Statutes, or filing for homestead tax exemption on property in this state, the license shall remain in effect for 90 days following the date on which the holder of the license establishes legal state residence. This section applies only to nonresident concealed weapon or concealed firearm licenseholders from states that honor Florida concealed weapon or concealed firearm licenses.

I would bet they will allow the Florida non-resident license to remain valid until a resident license can be acquired.

You can email them at: [email protected]

In other words, a Texan can carry on his/her Texas CHL for 90 days after moving to Florida.

The only difference between a "resident" and "non-resident" Florida CWFL is that non-resident license holders have to submit a fingerprint card and a fingerprint processing fee upon renewal.
