Florida non resident license question

Got a question. Friend of mine is moving to texas he has a concealed license from his own state, and a non resident license from florida. Will the florida license cover him until he can establish residency and apply for a Texas CHL? Will the florida license remain valid when he gets his texas drivers license? I honestly dont know and could not answer his questions, so i thought you guys could help/
 
The Texas Department of Public Safety has said that if they have a reciprocity agreement with a state (Florida is one of the), Texas for all intents and purposes recognizes that as a valid CHL. According to them, the law makes no distinction between residents and non-residents, and where they would want to put a "non-resident only" provision to the reciprocity law, until the Texas Legislature changes the law, Texas residents with Florida Concealed Weapon and Firearms Licenses are as valid as Texas CHL holders.
 
To be on the safe size, have him change his address with Florida so that it reflects his new address. I did that when I moved to PA and a change of address only takes a couple of weeks.

PA honors FL but my local Sheriff has his own guidelines that he will not process an application until you've been a resident of the state for 90 days. Then it can take up to 45 days for the application to be processed (it actually took 26 days -- but I still had to wait nearly four months to get a PA CCW ... 26+90 = 116 days) and he wouldn't recognize my FL CCW unless the address matched the address on my driver's license.

So FL re-issued my FL CCW with my new address on it in only about two weeks making me legal until my PA CCW came in.

This is not meant to be legal advise but just what happened in my case. I've heard of other PA Sheriff's who process the application right away without any waiting period.

I have no idea what this is supposed to mean.

Do PA sheriff's get to make up their own laws???

If the state doesn't require residency for 90 days, I dont see how a sheriff could have a private policy to require that.
