Form 1 Engraving - You need to know this.

February I sent two Form 1's to BATFE. One was approved. The other is still pending. The reason why it is pending is because on the second Form 1 I sent in to the BATFE on section h. I added "SBR2" along with the name of the trust and the city and state of manufacture.

My phone call was transferred to someone who I believe was a Supervisor. He reviewed my form 1 and told me flat out that he didn't agree with the reviewer that the form 1 should be sent back to me because I wanted to engrave "SBR2" on the receiver after the trust name, city and state.

I told him I had read all the rules and had read nothing about restrictions on engraving additional identification numbers on the receiver for it's registration with the BATFE. I told him I did it because I didn't think two rifles could have the exact same engraving with me being the manufacturer.

Just a heads up. I think this is useful info to pass on.

And I cannot for the life of me figure out what I need to know based on reading your post.

So what you're saying is that you have a Form 1 pending and nobody knows why, but you have a theory? Either that or you have a typo in there.

I was told by the first person I talked to that it was still pending, but that she needed to transfer me to someone (who by the way was not the original reviewer.) He told me that the problem was that I put "SBR2" along with the legal entity that I will engrave on the receiver. He said he didn't see how that could be a problem and that he would get with the reviewer.

I don't think it is going to be denied, but it might get sent back to me for correction. Or it might not.

Clear as mud?

I don't see a problem with "two rifles [having] the exact same engraving with me being the manufacturer". In fact, I would expect that they would since you are you and your location is what it is. The serial number would be the differentiating factor between the two guns. But I see your point and intent; the Form 1 doesn't specify what can and can't be engraved under block 4h, so you are correct. The lesson to be learned, at least from my standpoint, is that all of the folks at the NFA branch don't necessarily know the law and are often reacting based on opinion and a lack of understanding. Not a newsflash, I know.

I was wrong, my intent was to be right. I'm airing it out so others don't make the same mistake as I did.
 
I actually don't think you were "wrong". You MUST engrave the manufacturer's name and location on the SBR. Nothing says you cannot do more. I have been told that the requirement used to be for a whole new serial number, but I have found no facts to support that. In either case, you can pretty much engrave a firearm any way you like (as in custom pistols) so long as you do not alter or obscure the serial number and manufacturer's markings. But as I read the instructions for block 2i on the back of the Form 1, I find them contradictory.
 
Sounds like you created trouble you didn't have to. I haven't looked it up to see, nor will I, that you can or can't engrave extra. I'll take your word for it. But as far thinking that you can't have the same engraving, is totally incorrect. As someone else said, you are who you are, and you live where you live. Every gun I manufacture says Gun Envy LLC Coumbus, OH. I'm curious as to what would lead you to think it should be different?

My thought was since I am now the manufacturer that I couldn't have two rifles with the same engraving. A thought that I now realize is wrong.

I think I understand. You thought your engraving had to be unique, like a serial number.

In fact, your engraving doesn't have to be unique. Only the serial number needs to be unique.

I think I'm up to speed. You done jacked up your Form 1. It'll come back to you for clarification and then you can fix it, and mail it back to them.
 
The other thing to remember here is that there is no requirement to put anything in 4h. Putting something in 4h opens that up to review, and it might get bounced. I put my name, city, and state in 4h because I am one of those people who always does the engraving before I submit the form 1. It would actually be incorrect to list one's name, city, and state in 4h if the form 1 is submitted before the engraving is done, because at the time of the submission, the gun would not be so marked.
