I am trying to get the paperwork together to buy a silencer as an individual.
I obtained the appropriate fingerprint cards and took them to the county sheriff's office to get fingerprinted.

The card has a box for "employer and address" right below the date and signature of the person taking the fingerprints. It's not specifically stated WHOSE employer and address this is supposed to be.

I would assume that this box is for the employer and address of the person taking the fingerprints. It is supposed to serve as the fingerprinter's credentials.

The guy doing the fingerprinting wanted to put MY employer's name and address in the box.

I was able to convince him to leave it blank. The sheriff's office is on the form 4 anyway.

So which is it? My employer, or HIS employer?
 
I called the ATF's NFA branch a few months ago and asked them this question. They told me that it's the name and address of the person or entity who is taking the fingerprints.
 
Correct. They want to know the prints were rolled by someone competent to do so, not your brother-in-law at the local beer joint.
 
The ATF only states that the prints must be taken by someone who is "properly equipped":

"Fingerprints may be taken by anyone who is properly equipped to take them. [...] Therefore, applicants may utilize the service of any business or government agency that is properly equipped to take fingerprints."

So if your brother-in-law at the local beer joint is properly equipped to take your fingerprints, then the ATF is fine with him doing it. And his name and address would go on the fingerprint card under "employer and address".
