    There's an EO decreed under George I.

    I was wondering since these roads, etc are privately owned/leased, can
    the owners provide their own rent-a-cops? Will I be pulled over for
    speeding by a private security contractor?

    Not sure I understand your question, as privately-owned roads, buildings, bridges and other infrastructure are common and have been for a long time -- perhaps as long as the USA has existed. Depending on the exact type of facility/property, private security may be provided, but it will only be supplemental to traditional government law enforcement. So no, you are unlikely to be pulled over for speeding by a private contractor. That type of enforcement is not something private contractors will do, for liability reasons if not for legal/constitutional reasons.

    I think you may be getting a little urban legend thing going, or at least directing your anger incorrectly at "George I." Look at the date at the bottom of the Executive Order. Seems President Bush has overstayed his welcome in the White House if he really did sign this in 1992. And people say the President is stupid.

    My apologies. I have never heard anyone say that President George HW Bush was "king" so I assumed your reference to George I was to the present President.

    Why are you harping about this now if it came out in 1992?
