Early on the existing movers and shakers in the Maryland gun rights scene were simply saying "you can't do it. It's all been done before. It won't work." Now that we are clearly making headway and getting noticed some of them have shifted to saying that we are "... working side by side with the Brady Organization..." and "... groups pushing a carry bill are writing checks against our political bank account. And for what foreseeable end? An assault weapon ban."

>

Our CCW bill is dangerous, but is, in my opinion, far safer than sitting back and doing nothing. Our only hope for stopping an AWB - whether on it's own or attached to our bill - is a massive showing at the hearings.
>
> Last year the AWB was stopped in part by some 200 or 300 gun rights people showing up for the hearing. Those in charge stopped pushing for the AWB and said simply "the juice isn't worth the squeeze." This year we need at least as many people to show up for the hearings - preferably we'll have 2 or 3 times as many as last year. That is our best (and maybe only) defense against an AWB. Plan now to be there for the hearings in Annapolis in March.
>
> Some say that if there is *any* chance of an AWB being attached that we must kill our CCW bill - that we can't afford to take the chance. Again, while there is a chance of losing rights, it doesn't depend on our CCW bill - it can be done without it. However, our *only* chance of significantly advancing our gun right is our CCW bill. It may look like a game of 'chicken' but we can't let them make us back off from just a threat. We are going to have to see this through and fight them all the way. The only chance we have is by making a big showing in March. If that should fail then we will have to make them pay at the next election.

We got half a dozen letters and volunteers, and $140 in donations this week. We have 448 people in our database. With the letter signers added to that we should have about 900 by the end of this week. In the 7 weeks since we opened the web site we have nearly doubled in size every week: 15, 30, 60, 120, 240, 480, 960. We need more. We haven't saturated the market yet. I figure there should be at least 120,000 people who will get CCW permits if we go shall-issue. Ten percent are likely to be 'activists' - so we won't have saturated the market until we have 12,000.

I offered to be there one of the two days (Feb. 7th or 10th) so I think I'll be there on the 10th unless Henry and company say they'd prefer me on the 7th. With all the messages going back and forth on MD-Alerts between the Purtilo crowd and MSI, I'm getting more and more motivated for CCW reform every day. By the weekend, I might just decide to show up BOTH days!! :D

Did I get the smileys working????

Greg - smileys are working!

I'll be there on the 7th, blue HAT and all (That's a blue HAT, not a blue HELMET!!!)

I'm really looking forward to some face to face time with legislators.

Greg, can you post a link to sign up for the MD-alerts? I unsubscribed last year due to all of the bickering, but now I'd like to get back in and hear what's happening.

Spot77, go to http://groups.yahoo.com/ and request to join the group "Maryland_Alert". The bickering can be tiresome, but I'm glad I've been able to read the various arguments regarding CCW legislation. I've come to agree with those who say that the anti-gunners don't need our CCW bill to pass anti-gun legislation and so I'll continue to support Maryland Shall Issue (www.marylandshallissue.org).

I had my browser set to "no scripts" which is why I couldn't get the smileys. Now, lets see if the URLs come out right

MSI Updaye from Henry Hemering

Some more MD updates. Flight Ops at work prohibit me from taking time to go to Annapolis this week, but I will be at the Lexington Park Town Meeting on the 9th. Everything below this is cut and paste from an e-mail!

A few of these items will be repeats, but they are important to repeat because of all the new contacts we have.

We now have 1127 in our database - about 450 of those have email. 4587 have visited our web site.

Tony Spezio the host of an internet radio program called "The Libertarian Forum" on www.libertyfeed.com which streams live Saturdays at 2PM has invited us to be interviewed live next Saturday. Janine will probably be the voice for that one. Tune in.

The CCW reform bill has been drafted by Don Dwyer and will be 'put in the hopper' this week or next.

Steve Dirlik wants to go 'shopping' for cosponsors on Monday February 7th. That's sorta what I had in mind for Thursday Feb. 10th, however, the 10th is too late for cosponsors. All the House Bills have to be in by Feb. 9th ... so any of you who can take the day off on Monday February 7th to meet in Annapolis and visit with Delegates, either email Steve Dirlik directly, or contact me and I'll put you in touch with him: [email protected] He's outta town for the weekend, so if you haven't contacted him already just show up at the House of Delegates and look for the blue caps.

If you can make it on Thursday the 10th, contact me at [email protected]

Anyone who is willing to apply for a Maryland CCW permit NOW please contact me. It will require that you drop by your Maryland State Police barracks and pick up an application; then get fingerprints and photographs done; and fill out the application. However, do not send it in right away - contact me first. Sending the application in will cost $117 - non-refundable.

Delegate Miller is going to put in a bill allowing people to drive through a restaurant (McDonald's etc.) on the way home from the gun range. The way the law reads now it is interpreted that you can't stop anywhere while transporting a gun.

There's been a lot of talk about our strategy and whether or not it increases the danger of passing more gun restrictions - Assault Weapons Ban, etc. We have batted this back and forth for weeks with dozens and dozens of emails. We, of course, are very concerned that our actions further our gun rights, and do not cause more restrictions. Jim Purtilo and Doug Gross (both very experienced gun rights activists) have warned that pushing our CCW bill is dangerous, however, even after being asked repeatedly, neither have answered these questions:

1) Why is a CCW bill more dangerous to push this year than last year (when they were behind it)?
2) Why is a CCW bill more dangerous than the Ballistic Fingerprinting repeal bill, which falls under the same code?

We feel that if the bill gets mucked up in the House that it will be stopped in the Senate Judicial Proceedings Committee and/or by the Governor's veto. We feel that if the bill makes it through the House un-altered that it will be a near miracle... but if it does, then we don't expect it to get mucked up in the Senate.

We share their fear of a General Assembly (all the legislators) that has an anti-gun majority. However, we don't feel that the CCW bill increases the danger from them. In fact we think taking the fight to them is the absolute best thing we can do. The best defense is a good offense.

Tell a friend, or two. Let's see how much support we can muster before the hearings.

Each one of you don't have to do much, but you have to do something!

1) Put on your bumper stickers. Spread the word. Get an activist friend to sign up for these email alerts.
IF EVERYONE JUST GETS ONE NEW ACTIVIST PER WEEK to sign up with their emails (and Legislative District) for just the next 3 weeks we'll have a large enough force they can't ignore. In fact I'd say we're already there... but don't stop!

2) Bob Scherr, radio host, and guy who is suing the state over their not giving him a CCW permit (read about it here: http://www.bobscherr.com/gun.html ) says:

henry, thank you for your email. i am hosting a 4 week series of shows ( 4

with legislators debating issues. we just had the 1st wed nite. come out the

So go to Harry Brown's Restaurant on Wednesday nights 8-10 through Feb. 9th - or listen on the radio 680 AM.

3) We're planning to have a group go down to Annapolis on Monday the 7th of Feb and Thursday the 10th of Feb. Let me know if you can take either day off and we'll meet and talk to legislators. A group of 5 would be great. A group of 10 would catch a lot of attention. A group of 50 would clog up the hallways!

When the screen refreshes, near the top on the left hand side you'll see: Your Legislative District is ______
Send me an email saying what District you're in.

6) Once the bill is introduced and numbered our 2nd battle is to get the Judiciary committee to pass the bill. There are 21 members of the House Judiciary Committee (Anthony Brown is in Iraq, Hennessey has been made a judge)

http://www.mdarchives.state.md.us/msa/mdmanual/06hse/html/com/05jud.html (just click on their names for a bio and contact info)

Especially if you are a voter in the District of any of the following who might be persuaded, then email, call, write, and visit them to let them know how you feel! We have to convince just 5 of the following 12 in order to get it passed by the committee. I think that all of these might be persuaded.

7) If you haven't already, subscribe to Tripwire. Go to http://www.myguns.net and click on the Subscribe button on the Maryland flag on the right hand side of the page. This is Jim Purtilo's news and action newsletter and it's packed with valuable information. I don't always agree with him, but it's excellent. It will keep you informed of all the gun bills pending.

Let's bump this up to the top since tomorrow is the day we are heading to Annapolis. For any of you who haven't seen me before, I will be wearing a green sweater and a black skirt and a red coat. I recently cut my hair to about chin length and the color of this month is auburnish red. I may or may not have one or both of my sons with me.

I have written letters to the delegates who I am stopping in to see just in case they aren't in to talk to personally. I will follow up afterwards with a phone call or e-mail to make sure they read my letter.

Please come if you possibly can. Just having us show up really can make a difference.

I enjoyed Baltimore when I visited last year. The may issue law is the lone thing that would keep from considering living there. I hope you get shall issue passed.

The most absurd example I recall last year was the city of Baltimore (if I recall correctly) refusing a man in a wheelchair a CCW, saying he had no need for self defense.

I got pretty dejected this morning after reading Phil Lee's explanation why he could no longer support Maryland Shall Issue. However, it was very enouraging to join fellow Marylanders in lobbying our representatives this afternoon. Delegate Don Dwyer's words provided enough reason for me to continue to support this effort. :) Is anyone planning on joining Henry H. on Thursday?

I'm glad we went today. Just us being there really can make a difference. I am not sure yet about Thursday but I will try. I'll post closer to then if I can make it so we can plan to meet up somewhere.

Yeah, Phil had an insightful 3-part message on "Intent vs. Capability" that ended with this message:

"In this message I'll explain why I've told the Maryland Shall Issue (MSI)
activists that I can't continue to support a CCW reform bill this year.

In two previous messages on this subject I explained the dynamics of the
Maryland legislature (primarily the Senate), the risks we have even from
pro-RKBA bills and the means we have of stopping such legislation. In fact,
the protection afforded by the veto is even less than I thought earlier. It
turns out that 3/5 or (60%) is needed in both chambers to override a veto (I
had thought it was 2/3) -- that translates to 29 votes to override, 19 to
preserve the veto in the full senate or just as many votes as required to
sustain a filibuster.

Gov. Ehrlich has several vetoes overridden on party line votes -- see:
http://mlis.state.md.us/2004rs/votes/senate/0046.htm for an example vote of
32 to 14 on HB812 veto override in the senate. That means, a bad gun bill
vetoed by Gov. Ehrlich would require 5 progun Democratic Senators to join
the 14 Republican Senators voting nay in this case. We would need support
from ASTLE, DYSON, KLAUSMEIER, STONE and JIMENO and we really should have
backup support from BROCHIN and GIANNETTI. But who knows if we can get a
promise of support from these senators, it is a risk and doubly so if they
have not been enlisted in our effort. We don't know their INTENT.

In short, MSI leaders are neglecting their responsibilities to protect
against a bad outcome in the Maryland Senate and are creating a risk for
Maryland gun owners that I cannot accept. In part, they have just started
too late this year to line things up -- as an illustration of that fact,
they have no sponsors in the Maryland Senate for their bill despite asking
many.

Also, MSI threats to "pike heads" if bad things happen will not be effective
in deterring the grabbers. As a recent message from Mark Wilson explains,
'certain Maryland delegates and senators are immune from having their
"heads put on pikes" by pro-RKBA groups' (see:
http://groups.yahoo.com/group/Maryland_Alert/message/1288 ). Senators
Frosh, Forehand, Ruben, Green, Hollinger, Kramer, Grosfeld, Pinsky, Exum,
Currie, Lawlah, Gladden, McFadden, Della and several more would be
extremely difficult to defeat. And the only likely candidates to defeat
them would be as bad from our perspective -- think Van Hollen replacing
Morrella -- even if you could defeat them.

Moreover, the threat is empty at the moment and would not become real until
bunches of MSI people start showing up regularly in Annapolis wearing "Cas
Who" buttons. That hasn't happened yet. In fact, when one of the MSI
leaders held a meeting with Nancy Jacobs only about 7 activists showed out
of a list then numbering around 30 -- a little more than 20%. While that is
a good turn-out from a group, I'll bet Senator Jacobs would have considered
the "shall-issue" proposal a bit more seriously if there had been 100
activists at that meeting.

The problem we face is, as it has always been, we need people to demonstrate
they care enough about the issue to work it. We haven't done so yet or the
Governor and our friends in the senate would be more supportive. MSI needs
to do more homework than it has, it need to do it in the Senate and that
can't get done this year in time."

I went yesterday morning; I couldn't be ther ein the afternoon. I visited about a dozen offices, but none of the Delegates were in yet. I was able to distribute copies of the bill, and have another blue hat making the rounds. I left a few notes with Caleb, maybe somebody saw them......

Phil Lee withdrew his support, and now he's pissed at me cuz' I called his theory crap. He's also stated that young gun owners' opinions are of no concern to him, so I guess most of us here can just stop being active. We apparently don't do enough to satisfy him and the Purtilo bunch. And how dare us youngsters have a differing opinion!

Quote from Phil, "Where were you when we were fighting Cas Taylor? Home sucking your thumb?"

But out of respect for Phil's efforts I'll digress and leave it to different ways to solve the same problems

I'm sure I've done more in less than two years (since I became a gun owner) than most in this state have done in a lifetime.

The good new however, is that when I had the bill there were already more than a dozen co-sponsors, and many more that will vote for it, but not co-sponsor it.

Gov. Ehrlich has several vetoes overridden on party line votes

Yes, but this is becoming a Bi-partisan issue. To think otherwise is outdated, and falls prey to the mindset that Mongomery County liberals should continue to wield influence over the entire state.

we really should have backup support from BROCHIN and GIANNETTI. But who knows if we can get a promise of support from these senators?

We DO have their support. Both have explicitly said they will not support an AWB if attached to a ccw bill. So it won't make it out of committee.

a meeting with Nancy Jacobs only about 7 activists showed out

Because NOT ALL were invited, as the meeting room was packed with the 7 activists, and the ever so popular Sandy Abrams.

Phil's withdrawn his support (which really doen't mean much anyway), and offered what he feels is valid reasons. He even offers ideas on what he thinks needs to get done. But he's made NO inference that he's willing to help with those things. He's distancing himself for an unknown reason, and I suspect there's some personal disliking between himself and other activists.

Spot77, so were you home sucking your thumb?
It's too bad you didn't get to talk to Don Dwyer. In so many words, he said that what we were doing was important and the right thing to do. When we left last night I think there were about 28 co-sponsors.

Yeah, I didn't get invited to the Nancy Jacobs meeting.

I speak with Don's office almost daily recently, although not always on the subject of guns. There's other issues in my area that I'm working to address

Ya' see, I'm fortunatate enough to have three very pro gun politicans representing me, 2 live in my neighborhood and have known me for years.

Senator Jimeno, Delegate Cadden, and Delegate Dwyer.

By building relationships with politicians outside of gun isses, it's much easier to get some face to face time with them when we need it. If people with anti-gun representatives could do the same thing, we could wield some influence on a more personal level.

Quote from Phil, "Where were you when we were fighting Cas Taylor? Home sucking your thumb?"

It is truly ironic that so many older gun owners lament the fact that the "younger generation" is supposedly shying away from the traditional ideals of individual freedom, pro-second ammendment, etc......yet when we exercise those very ideals we are belittled. It wasn't our generation that got us in this situation afterall, is it? ;)

Where were Mr. Lee, Mr. Purtilo, Mr. Abrams when MD was going down this socialist, anti-gun path over the last 30 years? What generation was it that brought Gov Ehrlich to power?....heavens....it was in large part to us supposed self-absorbed, lazy Gen X-ers

I will admit that Phil has some strong points for his argument that we are treading dangerous territory and I myself have some reservations. However, no one ever said doing the right thing wasn't dangerous.

I've sent a substantial amount of money (for me anyway) to both Tripwire and MPFO. If this type of backstabbing and ad hominem attacking is what they stand for, I will have to reconsider where I send my money in the future.

You take shots and my brother, you're taking a shot at me
