There are flush-fit BHP mags by Mec*Gar which hold 15, and work well.
The "KRD" mags hold 15 or 17, but have an extended base-pad.

I think the xd-9 magazines are 15, I personally cant wait to get some of those, I love my xd, but cant get the xd-40 magazines to be reliable enough, and using neutered magazines just annoys me.

USP addendum
If and when...
USP's can also use the factory "Expert" model mags, and will "fit flush" with the Jet funnel.

Please excuse my ignorance on this subject, however I do have a question;
The 'high caps' being talked about here are the ones that fit the gun
properly without sticking out the bottom and looking like an afterthought?
That being the case, is there anything different for the Bulgarian Makarovs
other than 8 rds?

Sorry, only a few Russian models came with double stack 10 or 12 round magazines. The standard Mak (regardless of country of origin) carries 8 rounds in a single stack form factor. You can get +2 extensions that are pretty comfy. They extend the length a little, but give big handed folks a better grip on the gun. I run them on my Makarov, which happens to be my daily carry.
