Ok this may be an old, unoriginal idea, but I haven't seen it done anywhere so I'm suggesting it.

Firearms as you all know cannot be sold to out-of-state residents, and gifting firearms across state lines requires an FFL transfer. Also gifting a firearm in-state can almost be construed as a straw purchase because the purchaser is not the intended owner of the firearm. Also on a personal note I hate giving people cash to "go buy this yourself" because its just not as fun IMO.

So comes my idea that stores should sell firearm gift certificates, lets say they have a sale price on X Model of firearm, so you go in and buy the certificate. Then the actual giftee goes and does the pickup, fills out the 4473, and gets it. Everything is legal, the true owner of the firearm is checked, and everyone is happy.

Also I think for large chain stores with common stock, the certificates should be valid at any location. The only issues I see are this wouldn't work with a fluid inventory of used firearms or very specific obscure models of new firearms, and the purchases would probably have to be made on a credit card for easy return of the cash if the giftee does not pass the NICS check (which will happen eventually).

Good idea, horrid idea, idea that would work with your suggestions? Let me know what you think.

There are some gun stores that do sell gift certificates.

However, I believe that the gift certificate scheme that you are describing is a bad idea. It almost seems be begging for straw purchases. (ie. Dude that can't pass NICS check buys gift card for gun that he wants, gives it to his GF who can pass the check, she redeems it, gives him the gun).
