i'm have a C&R FFL in MD. am i allowed to give a rifle (MN 91/30) as a xmas gift to a good friend who also lives in MD but does not have a C&R FFL? what would i need to do?

From the standpoint of the C&R license, you can not use the C&R to purchase a firearm specifically for the purpose of giving it to your buddy. Now, if you happen to have one in your collection (or acquire one) then after the fact decide it isn't something you want in your collection you can feel free to give it to said buddy....
