I qualify, but there is no Blue Label dealer listed for Alaska. What are my options, other than paying full retail?

From the Glock website:
...If you choose to order directly from GLOCK, Inc. please e-mail a copy of you credentials to [email protected] . A copy of the price list along with purchasing instructions will be e-mailed to you as soon as possible. All required documents must be submitted correct, complete, and include a method of payment. If orders are received missing any documents or payment the order will not be processed and will be returned. Prices on the form are not guaranteed and may vary. Prices do not include transfer fees or taxes where applicable....
 
glad frank was able to help you, the blue label program is outstanding i got my gen 4 19 that way. im glad glock recognizes us law enforcement members and first responders

Am I to understand that if you are a resident of all but those four states that you can have a Glock shipped directly to your residence provided you have Blue Label credentials?

Why does PA require it to be shipped to a dealer? I only ask because PA is pretty gun friendly and when I shipped a PPQ back to Walther to have a new spring installed for use with a suppressor, Walther shipped it directly to my residence vice a dealer.

I can only answer the PA part.

Pennsylvania effectively registers all handguns. It is illegal to acquire a handgun, as a PA resident, unless it is through an FFL with a 4473. Face to face transfers are illegal.

I wager that is why PA might appear on a list of that type.

I don't know and am only guessing...but I doubt they can really ship the Glock to your door as a new purchase even with blue label creds.
 
I saw something in the CFRs a while ago stating that LEOs don't require a 4473 when they have proper credentials and a departmental letter to give to the FFL. The letter is what goes into the FFL's book entry to cover the transfer.

However, be forewarned that many kitchen-table FFL guys want nothing to do with this sort of transaction. If you are going to go this route (for what?... save the NICS fee?), you will be well-advised to use a dealer who does law-enforcement transfers on a regular basis. I have to think there may be some departments (ones that require officers to buy their own sidearms) that have an FFL-guy on the department, and who handles these sorts of transactions.

Federal law allows officers purchasing firearms for on/off duty use, with a letter from their agency, to have the firearm shipped directly to them at their department address. Officers in certain states, which have restrictive policies regarding handgun transfers or state registration schemes can not take utilize that option.

Well the newsletter is dated 1999.

In any case, the portion of the Glock website I quoted in post 2 says that Glock will send purchasing instructions.
 
When we first transitioned to Glocks, none of the local stores offered a LEO discount. I found a dealer in TN who did, Craig's, and they shipped it directly to me at my facility on a letter. We received a yearly equipment allowance and had to make our own purchases.

Local dealers found out about more than a few members of my agency buying from Craig's who shipped them to us in NYC, complained to our higher ups, and we were then banned from doing it.
