I qualify, but there is no Blue Label dealer listed for Alaska. What are my options, other than paying full retail?

From the Glock website, it says "** PLEASE NOTE: Due to state law, orders being shipped to CA, NJ, MO, & PA must be shipped to a dealer with a valid FFL. You are responsible for all transfer fees."
Am I to understand that if you are a resident of all but those four states that you can have a Glock shipped directly to your residence provided you have Blue Label credentials?
Why does PA require it to be shipped to a dealer? I only ask because PA is pretty gun friendly and when I shipped a PPQ back to Walther to have a new spring installed for use with a suppressor, Walther shipped it directly to my residence vice a dealer.
I saw something in the CFRs a while ago stating that LEOs don't require a 4473 when they have proper credentials and a departmental letter to give to the FFL. The letter is what goes into the FFL's book entry to cover the transfer.
