For those worried about an inspection, the amount of paper in a single dealer is mind boggling. Compiling that information would take a very long time.

I don't think the amount of paperwork they would go thru is insurmountable. The average person submits more pages of paperwork in a single year to the IRS than they would ever create buying guns and filling out 4473's. So if the government is really determined, they could process this.
 
Nothing is insurmountable.
The issue is what kind of benefit do you get from doing that. Given that 90% of the information is out of date in 90 days or so, it wouldn't seem worth the effort.
 
But Obama might have many resources when he someday implements his "Civilian Corps" which is in every way as powerful as our military. He can have them work on this project.
