That's my experience also. They want to do the transfer but don't want to ship. My dealer will ship for me but only because I run my transfers thru him. If he didn't know me I doubt that he would do it.

I called a prominent dealer close to where I live and asked if they would ship a handgun to an out-of-state licensed gunsmith for me, I was stunned when the response (paraphrased) was "I don't think that would be legal for us to do". I translated that to mean "we don't want the hassle, go away". I have done just that; stayed away.
