Show Me may be right, it might be Chinese. I'm pretty sure I took it off of a DPMS about 5yrs ago. Its not bad, would like to find its twin but 14" instead of 11.

Any of a dozen places (reputable) make a clamp on, slimline, Mlok w/ Top Rail, free float handguard like that. Midwest Industries and Aero S-One come to mind. Both available in various colorways and lengths.
