Second Amendment Advocates: Update on Bad Legislation Pending at the Hawaii State Capitol

The Senate Judiciary Committee heard testimony and deferred (killed) the Senate version of the bullet-marking bill, SB 2020. Again, as in the House hearings, the only testimony in favor was from the mainland manufacturer of the bullet-marking laser. The National Rifle Association sent testimony in opposition and contacted their members in the state who did likewise.

Mahalo to the many Hawaii Rifle Association supporters who sent in testimony in opposition and testified – they made a major difference. The State Attorney General's office likewise testified in opposition, for many of the same reasons cited by our private citizens. Hawaii is setting a precedent. We are the first of five states with similar bills this year to kill this issue. Special thanks to the Committee Chair, Sen. Brian Taniguchi, Vice-Chair Sen. Clayton Hee, and the committee members, Sens. Sam Slom, Mike Gabbard, Russell Kokubun and Clarence Nishihara. The House Judiciary Committee heard and deferred to a later date HB 2999, the horrible 8-point HPD anti-gun omnibus bill that includes a .50 caliber BMG rifle and ammunition ban, mandatory gun locks with transfers, prove you have a registered gun in the caliber of ammunition you wish to purchase, conceal the source of gun permits denied on the basis of mental health, exempt government from Hawaii's strict liability statute, and 2 unnecessary restrictions on gun shops.

Judiciary Committee Vice Chair Blake Oshiro, D- Aiea, who introduced the bill, did not have enough votes to pass it out of committee. Rather than let it die, he has deferred decision on it until he meets with opponents from the Hawaii Rifle Association on February 20, 2008. There were dozens of testimonies sent in in opposition and many gun rights supporters testified in person. Only Honolulu Police Department (HPD), former Rep. Annelle Amaral (ex-HPD), and SHOPO testified in favor.

No surprise, as the .50 caliber ban is HPD Chief Boisse Correa's fondest wish. Gun rights supporters who live in House Districts represented by Judiciary Committee Members should contact their Reps, thank them for their proposed "no" votes, and ask them to stand firm. Former Lieutenant Governor Candidate Testifies for All Out Gun Ban in Hawaii

Annelle Amaral, a former police officer who once headed the Oahu branch of Democrat Party of Hawaii, and unsuccessfully ran for Lieutenant Governor in 2006, spontaneously testified at the omnibus bill hearing Tuesday that she is supportive of a complete gun ban in Hawaii.

As Max Cooper of the Hawaii Rifle Association notes, HB 2999 is a “horrible” bill because: “the horrible 8-point HPD anti-gun omnibus bill that includes a .50 caliber BMG rifle and ammunition ban, mandatory gun locks with transfers, prove you have a registered gun in the caliber of ammunition you wish to purchase, conceal the source of gun permits denied on the basis of mental health, exempt government from Hawaii's strict liability statute, and 2 unnecessary restrictions on gun shops.”

Even though Gov. Linda Lingle sent testimony in supportive of the dreadful House Bill, and she has not proven to have a good track record on the Second Amendment, she hasn’t been so draconian as to call for an all out gun ban in Hawaii. Firearms owners dodged a lethal bullet in the 2006 elections when the public overwhelming rejected Amaral and her gubernatorial candidate counterpart Randy Iwase in favor of the Lingle/Aiona team.
