If you contact Winchester, they'd be able to tell you when the gun was manufactured, probably down to the day.
I'm not a big fan of optics on .30-30. It excels at being an on the move, quick on target, brush gun using open sights. I find that optics can slow down finding the target to the point you miss the shot opportunity.
If you plan on using the rifle in a stand or other static position, optics would be then be a good option. The scope mount on the receiver will probably be more than sufficient.
