A. whats the twist rate of the barrel?? is it a tight twist, start on the heavy bullet end, slower twist, lighter bullet, like a cam in a car, the barrel twist is set for, optimum performance in one area, a center fire 22 usually is set for a varmit hunter, assumes a 45-50gr blitz bullet, slows the twist so the bullet doesnt detonate, you want to hunt deer with it, discover it understablizes a heavier bullet. you have a deer rifle, 270, or 06 it assumes 165 gr or heavier bullet, you want to hunt varmits with a 100gr bullet, its overstablized with the faster twist, wont group. find out the twist, do a lil math, find the personality of your rifle. good luck
 
The twist should be 1:9.5. The twist shouldn't cause accuarcy that poor nor should two different factory loads. All this assumes that the base, rings, and scope are not the problem.

I think I would call Legacy Sports and see what they suggest. Or you could try the other options mentioned. Just don't do anything that would preclude sending it back for a fix or replacement.

And how is your impatience Howa's problem? Now you go around badmouthing Howa and you didn't even give them once chance to fix the gun. Quit complaining is my advice.

I got brand new junk out the box, do you think its not enough to complain? I wouldn't take another howa after I handle that one, it was waste of time money and ammo... They shouldn't let it out of the factory, it wasn't cheap end howa I spend 700+ bucks on it not including the scope. It was nice t-hole stock varminter in 308...
 
I switched to the 120 grain bullets and that seemed to show promise. Further load testing in progress. I will update later.
