If you buy an upper assembly with the lower kit, and then a stripped lower to make the rifle complete you can have a complete M4 for right at $600. The stripped lower will have to go through an FFL transfer, but the rest will not. Good luck.
 
Flip a coin, or save your money and get a Colt or LMT.

I'm going to pick up a Colt 6920 soon as I've decided it would be better to own one great AR15 instead of two mediocre ones.
 
RRA, if you can find a stocking dealer. i would have bought one but heard the waiting list is 6 weeks or so, so i got a Stag 2T instead at last weekend's gun show.

I've got nothing but praise for Rock River. I've shot several. All were tightly fitted and reliable. The trigger is VERY nice. I may get one at some point. The only problem is the backlog. I understand they're at 10-12 weeks' wait time right now.

Bushmasters are a solid choice, and a bit cheaper, but the trigger isn't quite as good. All said, good rifles.

Armalites are excellent rifles nowadays. Besides RRA, they're the only folks making widely-available midlength 16" AR's at the moment. They also use a 2-stage trigger that's quite nice.
 
Luckily for me, My local gunshop has a good supply of RRA's so i didnt have to wait to get mine, just walked in and paid cash. havent got an optic for it yet, just mags and ammo! anywayif you can afford it, go RRA
