When Cabela's bought the rights to the Herter's brand, they contracted with several different companies to manufacture their ammunition. I don't have any experience with their rifle brass, but have quite a bit of experience with their handgun brass with the Herter's headstamp. Some is made in Russia, but most is made by S&B, at least from the information on the boxes I've looked at in the local Cabela's store.
I don't have a problem reloading either S&B or Herter's handgun brass, so maybe someone with experience with their rifle brass will chime in. You could always section one and take some measurements.
