Holster for IDPA

Would a pancake holster be legal for IDPA use? Im planning on shooting my 4" Model 19 and would like to pull double duty with it for carry.

Be aware, though, that retention devices on a holster must be used if the holster's so equipped, so for a dual-purpose holster, I'd go with an open top design, rather than a holster with a thumb break.

That's what I was thinking. I'm thinking of getting the Simply Rugged pancake.
