Barry - if either you or your FIL have some kind of documentation showing either the MIL's mental or criminal associations, take those to the LEO's so they are made aware of the nature of this problem.
It might also be a good idea, IF you have this info, to contact an attorney to see if thinks an "order of protection" or some kind of "no contact" order would help.
