It's always easy to complain AFTER the shooting that you should have had better guns. The police being out gunned is hardly unique to India. (The North Hollywood shootout comes to mind. Beslan too.) It's really more about underestimating the imminence of the threat than being properly armed. They had Enfields, which while older than the rifles WE might use, have practical application in this case for precision fire. They had FALs, which I frankly would LOVE to be carrying in this battle. It's really a question of being adequately prepared to deploy them all correctly. They were overwhelmed by the crisis, and if they had a plan to deploy in an organized manner, it fell apart. To wish I had an M-4 with my preferred gadgets would really be splitting hairs. If I were a tourist trapped in the battle, and I saw a FAL OR an Enfield lying there to be picked up, I would weep with joy.
